人民警察作为人民民主专政的重要工具,国家机器的重要组成部分,必须牢固树立社会主义荣辱观,这是由其特殊性质及所肩负的重任决定的;是由其根本宗旨决定的;是保障人民警察严守纪律,严格、公正执法的客观需要;是解决当前公安队伍中的突出问题,促进社会主义精神文明建设和政治文明建设的迫切要求;是提高公安队伍素质的必然要求。

Being an important tool of people＇s democratic dictatorship and essential component of the state apparatus, people＇s police must firmly establish socialist outlook for honor and dishonor, which is determined by its special nature and its important task as well as its basic objective. It＇s the objective need of safeguarding people＇s police strict obedience to the disciplines, rigorous and just law enforcement; it＇s the urgent need of solving the prominent problems in public security troop＇s at present and promoting socialist spiritual and political civilization construction; it＇s also the inevitable request of improving the quality of public security troops.
