Political Power Restriction and Supervision under the Constitutional Government System

权力具有腐蚀性,权力滥用侵害公民权利、危及社会稳定。基于人民主权或主权在民原则,中西方宪政实践均创设了以权利约束权力、以权力制约与监督权力的宪政制度,对维护权利、促进权力的有效行使产生了积极作用;当代中国权力监督约束机制的完善应当以健全公民权利体系、合理分配权力和强化权力监督为根本。

Political power has a corrosive nature. Abuse of power may infringe upon civil rights and undermine social stability. Both China and some developed countries in the west established constitutional government system to restrict and supervise power, which has played an active role in safeguarding the rights of citizens and exercising power effectively. The improvement on the system of restriction and supervision over political power in China today should focus on perfecting the system of civil rights, power- sharing mechanism and strengthening of power supervision.
