Mobilization and Resistance——On the Implementation of the Baojia System During the National Government Period in Gansu

国民政府时期,甘肃地方政权采取多种措施动员民众配合保甲制度的推行,但甘肃民众在保甲制度推行的过程中多采取消极敷衍、不予配合的抵制态度,因此甘肃保甲制度的推行并不成功,其传统控制功能也未充分发挥。

During the National Government Period, the local authorities in Gansu took measures to mobilize the masses to cooperate in the implementation of the Baojia system. However, the local people showed passive resistance to the government orders. Consequently, the implementation of the Baojia system failed to fulfill its functions.
