高校学报出版周期现状与突破

Breaking the Status Quo of the Publishing Cycle of Journals

国际上著名的综合或者一级学科学术期刊已经以周刊、半月刊为主,国内的专业学术期刊的出版周期也在缩短,学报目前仍以双月刊和季刊为主流的出版周期已经明显与信息时代不相适应。过长的出版周期将影响优先权带来的效益,降低学报的影响因子和文摘率,影响学报的国际化进程,学报必须有紧迫感和危机感。要在缩短出版周期方面迈出实质性步伐,学报的编辑出版单位必须提高思想认识,研究具体措施;主办、主管单位要对学报的改革提供支持;政府管理部门也应给予积极配合,简化办事程序,甚至改变审批制度。

Internationally acknowledged academic periodicals of comprehensive or first-rate disciplines are mainly published on weekly or semimonthly basis, domestic professional periodicals are also having their publishing cycle shortened. But Journals are still currently issued bimonthly or quarterly, which is not keeping pace with the information era. Too long a publishing cycle will reduce the benefits from priority, the Journal Impact Factor and the rate of CAS, will hinder the international process of Journals as a result. Therefore, Journal editors should be aware of such a crisis, and with a sense of urgency, take some practical measures to shorten the publication cycle. Sponsores and executives of journals should provide necessary support of human resources and finance; Government departments should also simplify administrative procedures for examination and approval.
