体育公共服务均等化是构建和谐社会背景下公共体育发展的新理念。阐述体育公共服务均等化的基本涵义,并从政治和经济学视角分析体育公共服务均等化的理论基础。结合实证分析,全面理性地描述我国体育公共服务非均等的现状,揭示我国体育公共服务非均等化的形成原因。以政府公共服务均等化和公共财政职能为背景,提出推进我国体育公共服务均等化的财政政策建议。如尊重均等化的选择权、把握均等化进程的财政着力点、发挥体育财政政策的激励作用、加大体育财政对体育公共服务体系的支撑力度。

The equalization of sports public service is a new idea of developing public sport under the background of the construction of harmonious society. It set forth the basic meaning of the equalization of sports public service, analyzed the theoretical basis of such equalization from visual angles of politics and economics, gave an overall and rational description of the present condition of non-equality of China＇ s sports public service in combination with positive analysis and revealed the formative reasons of non-equality of sports public service in our country. Taking the equalization of public service offered by government and public financial functions as background, it put forward some suggestions concerning the fiscal policy of pnshing forward the equalization of sports public service in our country, such as respecting the selective right of equalization, grasping financial emphasized point in the equalized process, playing an encouraging role of sports financial policy and increasing the supporting dynamic of sports finance to sports public service system.
