能源与环境问题已经成为世界当前普遍面临的严峻问题,在新能源的开发短期难以缓解当前能源供应紧张局面的情况下,如何尽力做到节能成为当前世界关注的重点。同时由于能源的消耗带来的环境问题也越来越引起世界各国的重视。我国已经将能源问题列为我国经济建设的战略重点。全世界的能源消耗中,无论是发达国家还是发展中国家,建筑能耗在总能耗中所占的比重一般在25%～40%,因此世界各国都将建筑节能列为节能工作中的重点。

Energy and the environment have already become the urgent problems world-wide. How to save energy under the current situation where development of new resources can hardly solve energy problems in the short term has already become a world issue. Moreover, environmental problems resulted from energy consumption is draw increasing attention around the world. China has established energy issue as the strategic focus in China＇s economic construction. Whether in developed or developing countries, building energy consumption accounts for 25% - 40% of the total energy consumption. Thus nearly all countries have saving building energy as the focus of the energy saving work.
