From the background of the relationship between the modem technology and culture, this paper investigates and analyzes the essence, characteristics, positive functions and negative influence of the blog culture based on the intemet technology from the philosophical perspective, and furthermore proposes the necessity to regulate and supervise it from the two aspects of legality and morality.
