党的十六届四中全会提出加强党的执政能力建设。政府职能转变已经提上议事日程,政府职能要从计划经济时代延续下来的"全能政府",转变为适应现代市场经济需要的"服务型政府",从原来的"统治"走向"治理",服务型政府的建设是庞大的系统工程,本文仅就其中的一些问题做浅显的分析。
