摘要
当前,旅游规划“重编制、轻实施”、“有规划、不实施”现象比较严重,但我国并没有学者明确界定上述现象。在明确将上述现象界定为旅游规划失灵的基础上,给出旅游规划失灵的定义。从经济学视角把旅游规划失灵划分为市场失灵和政府失灵两类,在对两者进行明确界定的基础上,分析了其产生的内在原因。最后,提出旅游规划失灵的克服要在旅游规划伦理建设,旅游规划市场机制完善,政府主导力度加强,旅游规划法制地位确立,当地社会的广泛参与上下大功夫。
A phenomenon, to which no scholar in China has tried to give a definition, exists in tourism planning, that is, more importance is attached to the making of the planning than to the implementation of the planning. Based on the definition of tourism planning failure, this paper divides the failure into two types fi'om the angle of economics: market failure and government failure and analyzes the causes of the failure. Finally, the paper proposes the countermeasures against tourism planning failure by construct ing tourism planning ethics, perfecting tourism planning market, strengthening government 1 eading power, establishing legal po sition of tourism planning, and broadening involvement of local communities.
