汉代农村社会中有"乡三老"和"里父老",它们虽非严格意义上的乡村吏员,但由于其身份特殊而具有较高的地位和声望,故不仅参与"议政",而且"掌教化",经常配合地方政府劝善除恶,组织生产、催征赋税等,对控制农村社会秩序有重要作用。
