摘要
良好的生态环境具有公共品的性质,但单靠市场机制往往会出现市场失灵;而政府通过对生态环境实施微观规制就能较好地弥补和解决市场机制在生态环境上的缺陷与问题。
A good ecological environment has the nature of public goods. Therefore, only depending on the market mechanism will often cause market malfunction, and the government can make up for the defects of market mechanism in the ecological environment through applying micro-regulation to the ecological environment.
