在以往的社会建设中,政府效能并没有达到预期的目标,其根本原因在于政府社会建设权力过于集中,没有很好地发挥广大人民群众的主动性和创造性,因此,需要通过法律构建由社会群体构成的社会体制,集中全社会力量来构建社会主义和谐社会。

When the government constructed the society in the former,the efficiency had not certainly achieved the anticipated goal. Its basic reason is that the government concentrate too much power,instead of bringing into play people＇s positivity and the creativity well.Therefore,we should construct the social system through the law which constitutes by the social groups, and the socialism harmonious society by concentrating the entire social strength.
