Analysis of the Concept of Governing a Country by Law

市场经济、和谐社会与国家公共权力之间存在天然的矛盾,法治则是解决这种天然矛盾的最佳途径。依法治国的本质在于用体现公平正义的“良法”控制、约束国家公共权力,防止其随意扩张和滥用,以更好地保障公民的权利,促进人的全面发展和社会的和谐进步。法治视野下的国家公共权力应当遵循以下几个原则:人民主权、权力有限、分权制衡、公正公开。弘扬法治精神、坚持依法治国是我们政法工作者的神圣使命。

There naturally exists contradiction among the market economy, harmonious society and national public power. Government by law is the unique way to solve this contradiction, best route to rule by law. The essence of running a country by law lies in making use of the good law to control and restrain the national public power, prevent it from expanding and abusing at will so as to ensure the citizen＇s right better, promote people＇s overall development and harmonious progress of the society. The national public power under the government by law should agree with the following several principles： popular sovereignty, limited power and decentralization of power and openness. It is our politics and law workers＇ sacred mission to carry forward the spirit governed by law, insist on running the country according to law.
