The 4th Plenary Session of the 16th Central Committee of the CPC issued Decision of the Central Committee of the CPC to strengthen the Party＇ s Governing Capacity Construction, which points out that the main task for the CPC, being in power for people, is to govern scientifically, democratically and legally.
