在和谐社会建设过程中,研究和践行公共领域和公共舆论构想,发挥其民主调控等功能,急切的不是概念的再造和义理的辨析,而应是建立健全当代中国和谐社会建设过程中的公共领域和公共舆论运行机制,促进社会和谐。其中,公共舆论与执政党的互动机制是公共舆论运行机制复杂体系的重要组成部分。这一机制体系包含若干具体的运行机制,这些机制的构建与实际运行,将保障公共舆论与执政党的良性互动关系,既使民意得到切实重视与贯彻,又使民意得到理性的引导和调控,从而为构建和谐社会提供公共舆论支持。

In the process of constructing harmonious society, it is urgent to establish the sound operating systems of public spheres and public opinions to promote the harmonious society rather than to redefine the terms and analyze their implications. The interactive system between the public opinions and the CPC is the important component of the complex systems, the establishment and operation of which will guarantee its sound interaction. It not only attaches great importance to public opinions , but also guides and regulates public opinions, hence gets the solid support of public opinions in the course of constructing harmonious society.
