摘要
为了应对各种非传统安全威胁的挑战,一些国家及国际组织先后提出综合安全、共同安全、合作安全、人类安全等安全理论,这些安全观对国际法的发展产生了重大而深远的影响。但西方发达国家提出的"新干涉主义"、"新帝国主义"等安全理论与实践,极大地破坏和动摇了当前国际安全体系的基本准则。必须改革和完善国际安全机制,在国际关系中倡导一种"以发展为中心"的可持续安全观。
Comprehensive security, common security, cooperative security and other new security concepts have brought about great influence to the development of international law; yet the ＂ new imperialism＂ and the similar theories have challenged the basic principles of the international security system. The international community should reform and perfect the present security regimes to advocate a kind of development - centered sustainable security concept.
