我国农村新型合作医疗制度存在的问题及对策

Problems and Countermeasures of the New-type Rural Coperative Medical Care System in China

农村新型合作医疗是指在政府指导下和集体经济的扶持下,以农民为保障对象,按照自愿、适度与受益原则,通过多种合作形式建立的满足基本医疗需求的农村医疗保险制度。在分析农村新型合作医疗的演进与制度运行中存在的主要问题基础上,提出了完善制度的几点对策。

New-type rural cooperative medical care, under the government＇s guidance and collective economic support, is a rural medical insurance system in order to meet the basic medical needs of farmers through various forms of cooperation. It is based on voluntary, appropriate and benefiting principle. This paper reviews the evolution of the new-type rural cooperative medical system, analyses the main problems in the operation of the system and points out some suggestions to improve the system.
