依赖于煤炭等资源型的经济伴随着资源枯竭必然走向衰落。政府的政策引导对其经济转型和产业结构的升级具有重要的作用。选择主导产业时,要综合考虑其技术水平、思想观念、宏观经济、人才资源等诸多因素,优先发展传统产业,重视产业链条的整合,凸显比较优势,产业规划和产业集群的规划要充分考虑到产业结构、资源效果、人才素质和资本流量的关联,更好地实现产业梯度转型和可持续发展。

It is inevitable for the economy based on coal and other resources to head for recession as the resources dry up. The policy guidance of the government plays an important role in its economic transformation and upgrading of industrial structure. When the leading industry is chosen, synthetic consideration must be given to such factors as technological level, ideas, macro -economy and human resources etc, priority must be given to the development of traditional industries, attention must be paid to the integration of industrial chains and comparative advantages must be obvious.
