住房新政推动城镇住房体制改革——对“国六条”引发的中国城镇住房体制建设大讨论的评述

NEW POLICIES IMPELLING THE REFORM OF CHINA’S URBAN HOUSING SYSTEM

通过梳理报刊、新闻、文献资料等,归纳出住房新政的争论点主要集中在住房供应结构、保障性住房建设和住房价格等方面。认为住房新政意在通过健全保障性公共住房体制推进和谐社会建设,通过增加小户型住宅推进节约型社会建设,是国家理性的显现,但是选择"房价"作为宏观调控指标可能并不是一个好的博弈点,或许"让市场的归市场,政府的归政府"会是一个聪明的办法。

By combing the information from newspapers, journals and other literature, this paper summarizes the focuses of the new housing policy named ＂six pieces of advices＂ which include the house supply structure, indemnificatory house construction and house price. It argues that the new housing policy is aimed at building the harmonious society by improving the public housing system and building the conservation-minded society by increasing smallsize house supply. While cutting house-price is not a good target in the game, it is more clever if letting the market do what it should do and the same to the government.
