摘要
在借鉴西方国家都市圈机构建设有关经验的基础上,认为中国省级都市圈规划虽然具备了综合性空间规划的特点,但由于其规划实施涉及到与空间利用有关的多个部门以及多个设区以上的城市,具体规划落实中没有一个统一的实施主体来牵头,加上实施手段缺乏,导致规划实施成效不明显。针对实施主体不明确,提出需要建设自上而下与都市圈事权相对应以行政调控为主导的高位协调机构,并研究了高位协调机构的定位及其权限,以及都市圈协调机构建设的渐进式过程。针对都市圈建设中实施手段缺乏、环境协调难于落实等问题,提出建立并完善与都市圈体制机制创新相适应的高位协调机构运作的程序;最后,论文对构成都市圈的成员城市和部门协作的制度化合作方式进行了初步探讨。
By referring to the experiences of western countries in establishing coordinating institution of metropolitan area, this paper finds that the Metropolitan Coordinating Region (MCR) planning in China has the feature of comprehensive spatial planning, but the implementation is not as good as expected because of lacking a leading administrative body to coordinating the implementation and lacking effective implementation means. It suggests establishing a provincial institution in charge of the governance of MCR and studies the orientation and power of the institution as well as the gradual process of its construction. It also presents advices on the operation process of the institution. At last, it examines the institutionalized cooperation of cities and related departments of MCR.
