The Models and Methods to Measure the Most Superior Scale and Efficiency of Government Supply of Public Goods

政府供给公共产品的最优规模与效率的分析是困难的,借用分级条件下政府供给公共产品最优规模的模型和政府供给公共产品的数据包络分析(DEA)模型,为量化政府供给公共产品的效率提供理论依据;同时,根据IMD测度政府效率的指标体系和国内相关的研究实践,探讨了分析政府供给公共产品的效率的具体方法,并提出了相应的政策建议。

It is to some extent difficult to analyze the most superior scale and efficiency of government supply of public goods. However, with the help of the model of the most superior scale of different levels of government in supplying public goods, and the model of data envelopment analysis （DEA）, it will be theoretically possible to quantify the efficiency of government supply of public goods. Meanwhile, based on the target system of IMD in measuring government efficiency, and the related domestic study and practice, this paper has probed into the specific methods of analyzing government efficiency in supplying public goods and has made the corresponding policy proposals.
