从工程建设各阶段造价控制的特点入手,阐明控制造价的关键在设计阶段,指出在合理地确定控制目标后,应采用科学的方法对造价进行控制。

Starting from the features of the project cost control of each stage of the engineering construction, this paper expounds that the key of the project cost control is in the design stage, and points out that should control the project cost by adopting scientific methods after the target is determined rationally.
