在社会发展新的历史时期,“以人为本”的管理地位不断提高,社会整合通过社会中的人不断的学习和自身能力素质的提高,来达到其繁荣和发展的目标,“人本主义”管理模式迎刃而解,而在其文化模式的运行当中,同时还需要相应的制度建设做保障。尤其是政府和一切权力机构必须不断完善制度,建立和健全适合实际操作的各项制度,使制度建设成为一个动态的系统工程。
