摘要
教育是一种具有公益性特征的活动,追求公共利益是教育体制改革的基本价值取向。当前,市场机制介入公共教育领域,教育的公益性及教育的公共利益价值取向已经遭受挑战。为此,在教育体制改革的过程中,维护和增进公共利益应是政府的基本责任。这不仅意味着政府应有效履行传统的责任和职能,而且还意味着政府应创建和完善有利于公共利益维护与增进的制度安排。
Education is a public-welfare activity,and the pursuit of public interest is the basic value-orientation for the reformation of educational system.Currently,the market mechanism is involved in public education,and the public welfare and public interest orientation of education are challenged.Therefore,in the process of reformation of educational system,maintaining and enhancing the public interest is the basic responsibility and function of the government.It means that the government should not only fulfill its responsibility and function,but also set up systems to maintain and enhance the public interest.
