Direct Election and Reconstruction of the Governing Structure of Villages

随着改革的深入,现行乡村治理结构与农村经济、社会发展的新要求之间存在着诸多不适应性,如:乡与村的关系定位不清、乡镇财力匮乏、治理形式落后等。治理结构的滞后对农村经济、社会发展的制约越来越明显,乡村治理结构的转型与重构成为农村社会发展的必然。公推直选作为基层的一种新的干部选拔任用方式,从权力授受关系、乡镇财政优化、自治组织孕育等方面为新乡村治理结构的形成提供了现实选择。

With reform goes on, the current structure of village governing could not meet the new needs brought by the rural development. How to define the relationship between town and village, how to enrich the village＇s finance and how to elevate the lagged governing structure are the questions that the current structure could not answer. The lagged structure＇s negative influence on the rural development is becoming more and more evident. So the transition and reconstruction of the structure are necessary. Direct election is a new way to produce rural cadres, which provides a helpful choice for the reconstruction of the governing structure.
