The Leading Function of Local Government in the Construction of Harmonious Society

构建社会主义和谐社会需要社会多方努力,而地方政府起着主导和推动的作用,这种作用从多方面体现出来:以科学发展观为指导,为构建和谐社会提供体制保障;树立科学的公平观,切实促进社会的公平与正义;转变政府职能,增强对社会的公共管理能力;调动一切积极因素,增强全社会的创造活力。

If we want to build up harmonious society, we need many efforts from all walks of life especially the local government, which has leading and promoting function. These functions are showed in the following aspects： scientific outlook on development, scientific outlook on justice, the transformation of government function. And at the same time we should try our best to mobilize all positive factors to enhance the social creative power.
