摘要
在WTO的推动下,原来许多约束贸易的因素的作用日益减弱,而进口国以保护消费安全为目标制定的质量标准的作用却在不断强化,逐渐成为一种趋势。近期,中国出口产品遭遇严重的质量危机,已成为国务院最关注的四件大事之一。文章以农产食品贸易为研究对象,依据风险管理理论,应用贝叶斯统计,定义了质量贸易条件和其构成要件,揭示了其对国际贸易的影响。在此基础上,分析出口国提高自身质量检验水平,引进第三方认证和采用进口国的质量控制体系等,对改善其质量贸易条件的作用机理,可供有关部门建立农产食品质量风险控制体系时参考。
With the WTO's efforts, the role of many original factors in order to restrict international trade are diminishing, however, quality standards of import countries which aims to protect consumers have been strengthened ,and become a trend. Recently, the Chinese export products suffer from serious quality crisis, therefore it has become one of the four major events concerned by the State Council. Taking agrifood trade as a subject, according to risk management theories and Bayes statistics, this paper defines the trade condition and its components, and reveals its international trade implications. Based on this, it analyses the mechanism how export countries improving their own quality condition of trade by increasing their export inspection level, introducing the third-party certification and the import countries' quality management system. All this maybe helpful to relevant departments, when establishing agrifood quality risk control system.
