以欧盟为载体的欧洲一体化50年来历经颠簸与曲折,始终不渝地排难而进,取得恢弘成果,积累下丰富经验,成为当代最成功的区域政经联合。但新世纪伊始后,欧盟受到内外形势中新挑战的冲击,宪法问题引发了结构性难题的突起,发展势头受挫。在这个新的发展阶段,欧盟面临一些根本性抉择,其未来发展尤其值得关注。

European Integration with EU as its carrier has experienced difficulties and tortuosities in the past fifty years.But it has striven unswervingly to move ahead by riding out difficulties.EU has become the most successful regional eco- nomic and political union in the contemporary world following great results and rich experience achieved by it.How- ever,after entering new century,as it has been affected by new challenges in the domestic and international situation, especially the thorny structural problems aroused by constitutional issues,EU's developing momentum was frustrat- ed.In the new developing stage,EU is facing some fundamental decisions and special attention should be paid to its future development.
