摘要
本文针对矿山企业应急体系建设要素,主要研究提出了其建设原则:以人为本、安全第一,统一领导、协同配合,科学规划、合理整合,功能健全、技术可行;同时提出了其建设过程:成立应急体系建设小组、企业风险分析、应急能力分析、应急体系建设计划与内容、体系建设实施、维护与改进。研究结果为矿山企业建设应急管理体系提供了科学依据。
According to the establishing element of the four part of emergency system, the establishment principles were put forward; human-centered, safety first, unified leadship, cooperation, scientific planning, reasonable integration, sound functions, technical feasibility, and the establishment processes were put forward., establishing a group for establishing emergency system, risk analysis, analysis of emergency capability, planning and contents of establishing emergency system, Implementation, maintenance and improvement. The results can provide a scientific basis for mining enterprise when establishing emergency system.
