China's International Cooperation Theory:Purpose,Ways and Values

国际合作作为一种行为、过程和理论,将逐步占据国际关系理论与实践的中心。构建合作理论,首先必须明确该理论的目的、途径和价值。西方主流合作理论主要从体系层次出发,认为国际合作的目的在于维持并固化现有的等级体系,并通过国际权力结构、制度和文化促成合作。中国的合作理论综合多元层次,认为国际合作的目的不仅在于提升国家能力,更在于融入体系,实现国际秩序和世界正义的辨证统一,并通过内部建设和外部进程促成合作。中国国际合作的价值贡献体现在:合作应该成为一种世界观;合作需要内外兼修;注重进程,进程中的学习、尊重、信任和集体身份等为国际社会的进化与国际体系的和平转换指明了道路。

The western mainstream cooperation theories,which are based on systemic-level analysis,hold that the purpose of international cooperation is to maintain the current international order,and cooperation can be achieved through systemic power structure,institution and shared knowledge.Compared with that,China's cooperation theory,which rests with multi-level analysis,shows that the purpose of international cooperation is not only to increase national capability,but also to integrate China into the international system and to realize the unity of order and justice,and cooperation can be achieved through internal construction and external process.Process can extend through learning,norms and collective identity and what's most important is that continuous process means unstoppable cooperation.The values of China's cooperation theory are:cooperation should be the world outlook among countries;cooperation needs to combine internal and external forces;the emphasis of learning,trust,respect and collective identity in the process points to the way of evolution and peaceful transition of international system.
