Jinan City set the goals of saving energy, reducing consumption, developing the recycling economy, and constructing the conservation-conscious society in the period of the llth Five Year Plan. The targets are： The energy consumption per 10000 yuan GDP will be reduced by 22 percent, the total discharge of sulfur dioxide will be reduced by 12 percent, and the discharge of chemical oxygen demand （COD） will be reduced by 18 percent.
