南宋建炎四年至绍兴七年（1130-1137年）．刘豫以金朝附庸而为齐国之王，开挖小清河．距今已近900年历史。小清河源于济南市槐荫区睦里庄闸，流经济南、淄博、滨州、东营，潍坊至寿光羊角沟入海．全长237公里，具有海河联运、农田灌溉、水产养殖等功能。
The stretch of the Upper Xiaoqing River that is within Jinan City is 70.5 kilometers long. There are more than 20 tributaries of Xiaoqing River in Jinan; most of them are on the right bank and create a river course supplied by mountain torrents where the water is strong and swift in the flood period. The left bank is a drainage channel, and forms the only river course in Jinan City for the control of flooding, water-logging, and pollution discharge.
