Informational Mode of Government Innovation——Operating Mechanism Changes Based on E-government

信息化改变了社会经济政治结构,创造了全新的政府治理环境。与传统的工业化社会相比,信息社会公共管理和服务的运行原理、实现机制和具体手段都发生了根本性的变化。电子政务环境下政府运行的整体机制的改变既是一种必然的趋势,也是政府创新所追求的目标。电子政务在政府信息管理、组织结构、决策方式、工作流程以及人才结构等方面对传统政府运行机制的冲击,推动了政府创新信息化模式的出现。

Information technology has changed the socio-economic and political structures and brought a new governance environment. Compared with the traditional industrialized society,the principle of operation, mechanisms and specific means of public administration and service has greatly changed in information society. Under the E-government environment, it is an inevitable trend to change the overall mechanism of government; further more,it is the pursuit of government innovation goals. In terms of the traditional government operation mechanism, the impact of e-government in information management, organizational structure, decision-making, workflow and personnel structure promotes the innovation in information model to happen.
