阐述信息资源配置、网络信息资源配置概念与内涵,分析信息资源有效配置效率的条件和途径,进而较系统地提出信息市场的有效性、信息产业的政策目标和结构调整,从总体上构建网络信息资源配置研究的理论框架。在探讨网络信息资源有效配置的必要性和可能性的基础上,提出"时间-空间-品种类型"三维一体的网络信息资源有效配置模式,指出在配置过程中应遵循社会经济福利最大化、以需求为导向、公平、网络信息与信息资源的互动、市场手段和政府手段互补的配置原则。

This paper elaborates the concepts and connotations of information resources disposition and network information resources disposition, analyzes the conditions and the ways of efficientive disposition information resources disposition efficiency. Then it constructs the network information resources allocation research theory frame as a whole by systematically proposing the information market validity, the information industries policy goal and structure adjustment. At last, based on the discussion of necessity and possibility of network information resources effective disposition, the paper puts forward the pattern of ＂ time - space - types＂, which three dimensions within a body, for network information resource effective disposition, and points out that people should follow the disposition principles of social economy welfare maximization, take the demand as the guidance, be fair, keep interactive between network information and the information resources and with the market method and the government method complement each other.
