A Comparative Study on the Informatization Evaluation (Part 1)

通过系统梳理国内外信息化评估理论和方法,得出不同时期人们对信息化评估的视角在变化,早期是以关注社会发展的特征为主,20世纪90年代中期开始围绕社会发展的需求,而近几年更关注"市场"发展趋势,其主要原因是现代信息技术革命对社会发展的冲击。指出,从宏观上看,信息化评估的方法与人们对该问题认识的视角密切相关,而从微观上分析,它还受社会发展需求的影响。本文是整篇的上半部分,主要系统梳理评估理论与方法的发展过程。

This paper reviews the theories and methods of informatization evaluation at home and abroad, and draws a conclusion that the perspectives on informatization evaluation are changing from characteristics of social development at early times, to the demands of social development at the mid of 1990＇s, and to the development tendency of ＂market＂ in recent years with the impacts of modern IT revolution on social development at different times. It points out that the methods of informatization evaluation was closely relate to the perspectives of people＇s understanding on this issue from a macroscopic view, as well as to the impact of the demands of social development from a microscopic view. This first half part mainly reviews the development process of the theories and methods.
