基于拥挤分析法遗产地旅游可持续发展研究——以布达拉宫景区为例

The Research on Sustainable Development of Tourism Resources in Heritage Scenic Spot Based on Congest Analysis Method

随着西藏旅游的升温,布达拉宫人满为患,如何持续发展遗产旅游的问题再一次摆到了业内专家和学者面前。针对布达拉宫限时、限客的实际,尝试性地运用拥挤分析法探讨旅游资源可持续利用问题,认为它所具有的拥挤性公共物品属性和外部效应性是引起问题的原因,可以尝试从开发有序化、效应内部化、监测健全化和权责明晰化等方面采取措施。

With the prevalence of Tibet tour, the enrmous number of tourists becomes a serious problem for the Potala Palace, how to sustainable develop heritage tourism worries tourism specialists and correlative scholars for another time. As to the situation of limiting the visiting time and number of tourists in the Potala Palace, this article innovatory analyses the sustainable using problems of tourism resources by applying Congest analysis method and pointed out its common good＇s attribute, whieh causes the problems of sustainable usage.Finally it provides four strategies： Exploit Orderly; Internalization; Monitor Wholesomely; Clear the Rights and Responsibilities of the Correlative Personals.
