环境信息作为一种新的环境管理手段,在新农村新环境建设中有着积极的作用和意义。造成农村环境问题日益恶化的重要原因是农村环境信息公开工作的严重缺位,使得相关环境信息得不到全面收集和法定公开。农村居民及相关部门不了解农村有哪些环境问题,这些环境问题有什么危害,因而意识不到它的严重性,没有进行环境保护的压力和动力。区(县)级环境保护管理部门应向各乡(镇)、村派出环保专员,作为农村环境信息公开的主体,农村集体经济组织中选举出环保代表,协助环保专员进行环境信息公开。农村环境信息公开工作的长期有效开展需要一套完善的保障机制。

Environmental information disclosure is a new instrument of environmental management, and it has positive function and meaning in new rural construction and new rural environmental construction. The important reason why the rural environmental problem gets worse and worse is serious omission of rural environmental information disclosure. The serious omission makes relevant environmental information unable to be got and disclosed legally. Rural residents even some government departments do not know which environmental problems there is the countryside and how these problems endanger the new rural construction. Because of being unconscious of the problem＇s severity, they have not carried on pressure and motive force of environmental protection. District （county） administrative department of environmental protection should send the environmental protection commissioner to every township （town）, village to disclose the rural environmental information. Rural residents elect environmental protection representatives in the rural collective economic organization, assisting the environmental protection commissioner to carry on disclosure work. Rural environmental information disclosure needs a set of complete security mechanism in order to work effectively for a long time.
