根据国家能源总体规划,天然气在一次能源消费中所占的比重将稳步上升,目前天然气供不应求的矛盾会逐渐加大,中国天然气供应安全就成为一个突出问题显现出来。本文综合分析了影响天然气供应安全的因素。同时,对确保我国未来天然气供应安全提出了相应的对策建议,主要包括:积极开发利用国内资源、统筹天然气管网建设、进一步完善天然气市场体制、尽快出台《天然气法》、促进天然气进口多元化、力争天然气输送安全、对进口LNG项目合理布局、建立主要消费国合作对话机制、构建多元进口运输渠道、推进天然气地下储气库及战略储备建设。

According to the entire programming of national energy, the proportion of natural gas taking in the primary energy consumption has increased steadily, and the contradictions between the natural gas supply and demand would be gradually widened, so that the problem of Chinese natural gas supply safety will be obvious gradually. The article comprehensively analyzes the disadvantageous factors of natural gas supply safety such as the comparative needy national natural gas resources, and the weak natural gas infrastructure. At the same time, it puts forward suggestions for ensuring our country future natural gas supply safety, mainly including： actively exploring and utilizing gas resources, building up natural gas pipeline net construction and so on.
