安徽新农村建设立法问题探索

Research on the Legislation of Anhui's New Rural Construction

文章通过对安徽省地方立法数量、立法结构进行分析,从总体可以看出立法结构有所失衡。当前,新农村建设正在全面推进,新要求、新特点已经逐步凸显,在国家立法存在结构性失衡的情况下,地方立法面临严峻的挑战。根据地方立法的性质,提出地方立法在新农村建设中应当承载的责任。从地方实际出发,提出安徽省地方农业立法的路径和重点项目选择。

Through analyzing local legislative quantity, legislative structure of Anhui province, the text finds out that the legislative structure is out of balance on the whole. At present, while new rural construction is been putting forward in an all-round way, new dernand and new characteristics have been already prominent progressively. The local legislation is facing severe challenges in the situation that legislative structure of the country is out-of-balance. According to characteristics of the local legislation, the text points out that the local legislation holds liability for the new rural construction. The text puts forward the legislation route and key item selection of the local agriculture legislation from Anhui＇s development activities.
