Grasping the soul of Law of Intellectual Property, i. e. balance of interests, from the beginning to the end, this paper gives an analysis of the trait and connotation of the clauses related to library＇ s fair use of digital works in ＂Regulations for the Protection of Information Network Dissemination Right＂. The paper also studies the rationality of the clauses from the nomological point of view in an attempt to help librarians deal with copyright issues according to law in the constructing of digital library.
