江苏省新型农村合作医疗补偿机制研究

Study on Compensation Mechanism of New Type Rural Cooperative Medical System in Jiangsu Province

目的为比较不同地区新型农村合作医疗基金补偿情况,收集江苏省2006年新型农村合作医疗及社会经济发展资料。方法采用SAS9.1软件分析不同地区基金补偿情况。结果表明:(1)江苏省平均补偿水平(29.81%)高于全国平均水平;(2)江苏省住院受益率(4.04%)高于全国平均水平,住院补偿率为25.37%,补偿基金用于住院补偿比例平均为61.11%。结论江苏省新型农村合作医疗补偿机制效果明显,但仍要进一步探索适合当地经济发展水平的补偿模式和水平。

To compare the compensation mechanism under New Type Rural Cooperative Medical System （NRCMS） of different areas, the data of NRCMS and social and economical development of Jiangsu Province in 2006 were collected and used to analyze the compensation mechanism of different areas with software SAS9.1. The result showed that （ 1 ） the average compensation level （29.81%） in Jiangsu was higher than the average level in the whole China; （2） the rate of hospitalization benefits in Jiangsu （4.04%） was also higher than the average rate in the whole China. The rate of hospitalization compensation was 25.37%. 61.11% of the com- pensation was used to compensate inpatients. The findings showed that the compensation mechanism of NRCMS has been successful in Jiangsu. However, it is necessary to further explore compensation mechanism being suited to local economical development level of various areas.
