关于技术转移的战术思考

Tactical Considerations on Technology Transfer

文章分析了影响我国技术转移事业健康发展的主要因素,对中科院北京分院及其所属部分单位在技术转移工作中的有益尝试进行了简要分析,提出了技术转移既是一项事业又是一门专业,应将其做为中科院科技事业发展格局的"中游"战略。文章结合中科院实际,在战术层面分别从院部机关、分院、研究所三个层次提出了加强技术转移工作的建议。

The paper analyzes the main factors influencing healthy development of Chinese technology transfer career, and also briefly analyzes the useful attempt of the Beijing Branch of the Chinese Academy of Sciences and some of its affiliated technology transfer units in technology transfer field. The paper proposes that technology transfer is not only a career but also a professional specialty, which should be included in the ＂middle-position＂ strategy of the development pattern ofsci-tech undertakings of the CAS. By combining the reality of the CAS, the paper gives some useful suggestions for enhancing the technology transfer work in tactics in three different levels — departments of the CAS, Beijing Branch of the CAS and research institutes.
