The balanced development of education is a totally new theory and a developed idea that fits the characteristics of the times. The balanced development of compulsory education is very significant to ensure the educational equity and improve the educational quality. Therefore, the quality monitoring system of compulsory education in states and cities must be established to detect schools at all levels, in the result of promoting the balanced development of education.
