Following a detailed introduction to the major factors affecting the progress of agricultural science, the paper proposes the suggestion that measures should be taken from the aspects of the government, farmers, and scientific institutes to promote the development of agricultural science, and to realize the agricultural modernization. Finally, solutions to the development of agricultural science are presented.
