摘要
当前高校内部"三支队伍"之间、不同身份教职工之间、在职职工和离退休职工之间存在着突出矛盾,这些矛盾呈现出利益性明显、群体性交出、复杂性加大和联动性增强的特点。要有效地解决这些矛盾,建设和谐校园,根本的手段是要进行制度创新,建立和完善党委领导下的以"教授治学、校长治校"为基本特征的现代大学制度、以教代会为主渠道的校务公开制度、"效益优先、兼顾公平"的校内分配制度和适合高校特点的社会保障制度。
Within institutions of higher education, there exist conspicuous conflicts among the"three groups of people", namely the faculty, the management, and the logistic service; conflicts among faculty and staff of different backgrounds; and conflicts between faculty and staff on duty and those who have retired. These conflicts are clearly interest-based, group naturecl, and are getting more complicated and interactive. The effective solution of these conflicts so as to build up harmonious campuses relies on system renovations. The following systems need to be established: a system of modem universities and colleges characterized by"professor-academics responsibility and president-administration responsibility" under the leadership of the Party Committee; a system of open administra-tive affairs with the teacher representative conference as the main channel; a distribution system of "efficiency priority plus fairness"; and a social welfare system suitable for the nature of universities and colleges.
