The service-oriented government has already become the target choice of China＇s administration management reform. Following the trend of people-oriented thought in western management thought, analyzing the public service theory having begun in the western countries, and draw lessons from its inside humanization, democratization and diversified-value principle, our government should take logos of ＂exercising state power for the people＂ and ＂people-oriented＂ as ruling principles, improve their administration ability and promote their ruling ability in time so as to promote Chinese public administration system to change from traditional type to modern public service type.
