A harmonious campus requires democracy and nomocracy, and to implement the concept of ＂Manage the School by Law＂ needs to set regulation on every aspects of the daily works; moreover, while considering whether a set of regulations is reasonable or not we should take it from two aspects： the way the regualations are established and the implementation of the regulations.
