公众参与环境保护有其特定的含义,公众参与环境保护是环境质量自身的重要性、环境资源的稀缺性和价值性决定的,是可持续发展观的当然要求和人民主权宪政原则在环境法中的延伸,也是“正当法律程序”的应有内容。公众参与环境保护的途径主要有决策参与、管理参与和救济参与。

The way of the public participates of environ-mental protection are policy-making participation, management participates and providing relief participation.
