摘要
新中国成立初期,由于失业人员素质低下,地区经济发展失衡以及用人单位招工条件过高等,广州出现了严重的结构性失业。党和政府通过举办转业训练,进行劳动力统一调配,制定合理的招工政策以及动员失业工人回乡生产或移民生产等措施,取得了较好的治理实效,缓解了结构性失业的矛盾。
In the early days of New China Guangzhou faced serious structural unemployment because of the low quality of unemployed labor forces,the unbalanced development of district economy and the high qualification of recruiting workers.For these reasons,the government of Guangzhou took plenty of steps to solve this problem,such as holding training classes,concentrating the connection of labors,making reasonable qualification of recruiting workers as well as mobilizing unemployed workers to emigrate or return to their hometown for producing.These measures took a good effect and mitigated the contradiction of structural unemployment in Guangzhou.
