Countermeasures to Poverty of the Poor Area in Tender Eco-environmental Area

本文的研究区—晋西北六县属于黄土丘陵区,自然生态环境脆弱,经济基础薄弱,社会文化落后,是典型的贫困地区。统计资料和实地调查表明,该区贫困具有综合贫困的特点。要加快实现研究区的脱贫,政府必须实施有力的政府干预,着力扶持研究区县域经济的发展,积极发展生态型农村经济,因地制宜发展特色农业、绿色农业,发展生态旅游;改革资源管理和土地征占制度;加强基层组织建设,积极开展人才扶贫;适当建立生态补偿机制。

The study area, northwest Shanxi Province, is classified to loess hill area. It is a typical poor area and has a tender eco-environment, an unsubstantial economy and an uncultured community. Based on the analysis of official statistics and data obtained from the field survey, the poverty in the study area is synthetical in many aspects of rural society. The government should intervenes many forms of the capital transfer from rural area to cities in the background of macros economy in China, supports strongly the county＇s economy, guides the farmers develop some characteristic and “green” agricultural products aptly, reforms the system of resource management and land requisition, strengthens the construction of basic organization, develops the rural eco-economy and eco-tourism and establishes the economic compensatory system to reply to the typical poor area.
